Considering the state of almost all 1964 Kennedy half dollars that I have seen, I would go along with MS65. Too bad about the ticks on the neck, because otherwise IMHO, it could have graded MS66.

In this case, I think PCGS overgraded it. However, there's very little downside risk on these for their grade guarantee.
