Looks like either environmental damage or AT...............proofs can do some funny things in those screwdown holders but I haven't seen another that looked like that so I am leaning towards something being applied to the surface.

Looks cooked by a chemistry set to me. I have had and have seen proof cents that have been in Capital holders for a long while but never seen this look before. Capital holders are (I believe) delrin inserts and acrylic outer sheets, pretty inert medical grade plastics.
