Consecutive numbers---different holders?

I just recieved 2 coins from an auction and notice they have consecutive numbers. This isn't so strange except that the inserts are different. One has the NGC.com insert and the other has what I think is the previous generation. Also the holograms are different.

 

How could they be consecutive, yet in different holders?

 

Was one of the coins sent in for regrade and put in the new holder with the old serial number?

One of the coins was probably sent in for reholder or designation review. Both of these services would allow the coin to keep its original certification number.
