An NCS submission then sent to NGC

I have a NGC slabbed Morgan dollar which on the reverse has a few tone spots making the reverse unattractive and thus I think hurting its grade.

 

If I send this coin to NCS - Is the previous grade known to NGC when it is sent from NCS to them after conservation. Obviously I would like an unbiased opinion when leaving NCS to NGC.
