If a coin is in a NCS holder that that mean it has been conserved?

A coin that is in an NCS holder may or may not have been conserved. Just that a coin is in an NCS Details Grade or Genuine holder does not say anything about the coin's previous conservervation. You can be confident that a coin in an NCS holder will not be gradeable with NGC with any further conservation.
