Why don't American Eagles have a spot in the 20th Centuty Type Set?

Are the type sets strickly for circulating coinage?

Yes, and that's the way it should be.

The gold and silver American eagles are bullion coins. There has never been a hint that they would ever be a ciculating coinage that would be used in commerce.
