excelletnt question. this took me 45 minutes to find, so i hope i can trust the new york times of 1912. according to it, a congressman bulkley proposed both a 1/2 cent adn a 3 cent piece. his argument was that it would lower prices. hmmm, seems relevant to our own fears about dumping the cent and nickel.

n the new design, Liberty has lost weight but still retains a head piece - this time a tiara containing the word "liberty". Since silver was being hoarded and the nation needed small coins, the decision was made in 1849 to resume production of the half cent but on a limited basis. After eight years of non-usage, Congress threw in the towel and the denomination was discontinued. In 1912 the House of Representatives approved a new half cent but the bill died in the Senate. The redness of my coin is evidence of two things: The fact that somebody sought to preserve this coin and the improved quality of the copper used.

It was the half-cent. Ohio Rep. Bulkley introduced a bill that would have created a new half cent piece. It passed the House on May 6,1912 but never passed the senate.
