The tiny ticks and bagmarks have been highly exaggerated by the size of the image and the overexposure. I suspect it looks quite a bit better in hand.

 

That said, it is exactly the kind of coin I can't stand to see in a slab. It's a coin you can buy for $3 that is stuck in a $25 slab. In other words, the "tax" on this coin is over 800%!

Keep in mind that the apparent marks on the cheek and jawline are the highpoint of the obverse and this area quite often is not struck up fully, which will leave roughness in its place.
