Why would a Pikes Peak be in a SEGS slab?

I just ran across this 1860 Pikes Peak which I thought was interesting because it was not in a NGC or PCGS slab. Why would a rare coin like this be in a SEGS slab and not a NAPI slab? (NAPI=NGC/ANACS/PCGS/ICG). Would you trust SEGS for a coin like this?

Would I trust SEGS? Absolutely not! I'm definitely not an expert on gold, but maybe it isn't in a top-tier slab because there is something wrong with it.

I would say that the coin has been cleaned. It might have had some copper spots removed via a physical not a chemical process.

 

At any rate, most any astute seller would crack that coin out lickedy split if it was any good. Then he or she would get it in a holder that would do a better job of selling it.
