Canadian Maple Leafs with Privy Marks

I understand that "proof sets" from the RCM are normally graded as PL or "Prooflike". However, the Maple Leafs with Privy Marks, to me, seem to fully qualify as "Reverse Proof" (RP). What is the policy of NGC regarding Maple Leafs with Privy marks? PL or RP?

These coins are certified as “SP” or "Specimen". The term "Specimen" is used at our discretion, for coins showing exceptional care in manufacture but which are not proofs. It is also used for coins having some qualities of proofs but which are not labeled as such by the Mint.
