It looks like it's a coaster and not even the size of a coin. Regardless, there is not way that piece is an authentic IHC.

Yes, it's WAY off. Even with an odd angle picture, one can see that the date is way too large.

 

Edited to say it might be on of those plastic replicas that you can win with Skee Ball games and the like. I once used a couple of those to emphasize the title area of a display.

I don't think that will work unless the hole in your album is 3 inches wide. I pretty sure this thing is a large plastic replica.

 

Companies like the Gallery Mint make copies of this coin. That one would be a better bet if you absolutely have to fill the hole and can't do it with a real coin.
