1965-67 SMS KENNEDY"S

I don't know if this has been asked before, but I have wondered for a while. Why are the SMS Kennedy's of 1965-67 listed as "Category: HALF DOLLARS - KENNEDY, SILVER, PROOF" on the NGC census at the end of the MS Kennedy's section, but are listed on the registry under Set Type: Kennedy Half Dollars 1964-Date, Proofs ?

1965 – 1967 Special Mint Sets were issued in lieu of Proof Sets for those years, there are no ‘Proofs’ from those dates.

 

The SMS coins fall under the ‘MS’ section on the Census because they are graded as ‘MS’ coins, however, the true ‘Category’ is Half Dollars – Kennedy, Silver, Proof.
