It may have been overdipped, but it also may simply be an AU coin that was housed in such a manner that it acquired a thick enough layer of oxidation to mute the luster.

I think this is a layer of some sort of toning or maybe dirt or something that is hiding the luster. Underneath it you will probably see eveidence of a harsh cleaning.

I'd say that it is a combination of dipped, improperly rinsed after the dip and the natural dullness of the 1921 Dollars. The mintage was high on these coins, and the mint pushed a lot out of dies. That resulted in unattractive coins with indifferent luster.

 

There are good reasons why dealers specified that they would pay less for 1921 Morgan Dollars and pre-1921 Morgan Dollar "widgets." The coin is very common and the average one is usually unattractive.
