Yes, its very heavily polished.

It has either been whizzed or badly cleaned/polished and is certainly other than original. Generally speaking, once a copper/bronze coin has been circulated to any meaningful extent, the color will change from its initial mint red.

This looks to me like a coin that has been highly polished with the intent to be used in jewelry.
