This is an obvious counterfeit Trade Dollar that is in a bogus plastic holder and has been bid up to $898. The coin is dated 1875, but has a type two reverse that was not minted until 1876.

 

I sent the seller an email two days ago informing him it was counterfeit and have not received a response. I also notified ebay, but also no response.

As far as I know USCG stands for "United States Coast Guard" and I don't think they grade coins.
