Would this rare half get bagged for a rim ding?

...or would NGC let it slide? It's the WB-103, errant 4 in the gown. R4 below F, R5 at F and above... this coin is a VG-10, in my and others' opinions, with a reverse planchet flaw, and that small rim ding at 6:00.

Coin ding is not a problem, however, the obverse looks retooled, especially about the date and liberty's head, arm and liberty cap. Appears to be a 'strike through' on the reverse planchet.

NGC will sometimes ignore a rim ding on a rare coin. The strongest reason that I could see for this coin to get BB'd would be for cleaning. If this were a copper coin with cleaning like this, it would get bagged for sure. Given that it is silver, it might get a pass, but that's not a 100% certainty.

The obverse looks like it has been tooled (inscribed) around Ms. Liberty. If that is the case then the coin will definitely be bagged and ANACS would net grade it severely.
