The only way an error can occur is during the striking of the coin and there is no way that could happen at that time.

Jefferson Nickels are made of a copper/nickel alloy (except the war years) so there is no "layer".
It looks like your coin has environmental toning.

I did a little research and the Token first appeared in the Cello Uncirculated Mint Sets in 1984 and ran until 1998. So as you say someone has cut them out of the P & D Mint sets and used them for there own aftermarket sets.

This forum is actually for buying and selling of coins but that being said, all Canadian Silver Dollars between 1935 and1967 are 80% silver and 20% copper.

It is an aftermarket set made up of uncirculated business strikes. Not sure who produced it though. What is the wording on the medallion under the half dollar?

Not a proof (There were less than1800 minted) and I don't see any sign of DD. Nice looking coin though.

All you have to do is look at the proper grammar and lack of spelling mistakes in his questions to know it couldn't possibly be the Collector.
Notice he has posted another DD but it's a 1970 this time. Guess he ran out of 69's

I think that maybe the OP is referring to the rim. That is just a slight Misaligned Die. (MD). Fairly common and worth face value.

To answer your question, it does look like a small lamination but certainly not worth getting graded. Unless a coin is worth at least $150.00, the cost of grading is not worth it. Nice photo by the way but suggest in the future to include a photo of the complete coin as well. This gives a better overall view in determining any errors/damage on a coin. In this case I would have liked to see the other "blotches."
