I had a crack at the coin, but I decided not to pursue it, as it doesn't fit into my goals (higher grade). That being said, it did make me think about re-evaluating my goals

A premium would only be expected if there was proof the envelope was not opened. Most people take the words "unopened" as a grain of salt when it comes to purchasing mint sets. Also, if the coins are cherry, then the value of these would be more opened, correct? I'm hoping for the posters sake that it is unopened if that is wjhat he was after. If it were mine, it would be opened regardless of value.
Of course, but it might be that the coins are top-quality "cherries". If the ENVELOPE is unopened, then it carries a premium, not the box (of course).

I personally would crack it out and send it, to eliminate any potential unintentional bias.
As for PL designation, they will look for this automatically.
That being said, there is a notes section on the submission form where you can request they check a coin for PL.

This one arrived from Heritage today.
While I think toned Morgans are a dime a dozen, this one is special! Love the rich colors, much more interesting than the typical pastels.
