The answer to the question is

Regarding collectors swapping out pcgs coins for ngc coins of the same grade and what the reasoning, rationale, goal or motive could be for removing, as Bully says, perfectly acceptable pcgs coins from their sets, is fairly obvious, at least to those of us doing the swapping. We want all our NGC Registry sets populated with NGC coins.

No conspriacy, no mystery, no marketing plan, that is it. Any motive or design NGC may have is beside the point. The value or inherent quality of PCGS coins versus NGC coins is also beside the point, it is all about having a true NGC registry, I do not know how much clearer a goal could be. Besides that the main motive I have in this regard is to remove all PCGS coins from my NGC Registry, not my collection.

So in closing, I will try to be clear in my rationale that if I want a PCGS registry I will start one at PCGS. Being a member of NGCs Collectors Society I prefer to populate my sets with NGC GRADED COINS regardless of what NGC allows. I would prefer to see all PCGS coins removed from NGCs registry. The idea that this would prevent or somehow deminish the NGC registry is justified but the result would be the listing of the best NGC SETS not the best combined sets.
