No all of them but majority like to make some profit on their coins. I recently purchased 1880 O Morgan (You can see picture in my registry set) the seller advertised MS64. When I receive the coin I was very unplesed, in my (more liberal then NGC) grade the coin was strong MS62 posibly MS63. NGC grade the coin MS62. You have to make your own jugment. NGC just can agree or disagree :-). But for you the coin is what You grade it and what you willing to pay for it.
