Recently I received couple of holders like that.

I think it is just sealant. I recently receive couple of holders that have some melted plastic hanging on the edges and some in corners. I do not know how the seal the holders but looks like melted plastic points. I try open one holder and I did have to serious damage to get the coin out. If somebody wants open MS68 Silver Eagle he must have a lot of time, patience and be crazy :-)
