If someone is a Dealer or an agent for the dealer?

When I first joined the Collectors Society, I wanted to build a Walking Liberty TOP SET! But, when I checked the TOP SET and it belonged to a dealer or one of his salesmen. How could I possibly complete with him, was he using his own dime or the dealers? Then his set was removed from the Registery. Now he's back completing for the TOP again. How do I know, I've received Litature from his company. I decided to build a set I could afford and not worry about the TOP SET!

PCGS: They can built a top set there and then bring it to us then be rewarded TWICE. They also complain about us, they bring a TOP SET and if they are not #1 they complain NGC gives to many 70s.
