I wuz robbed

I have been collecting coins for a loooong time. Since I live in California, the rolls of Presidential Dollar Coins are all from the Denver Mint. I sent several of the Denver Minted Coins from a roll obtained at a local bank. Results 5 coins submitted MS-66=3 MS-65=2. I thought I would order up a roll of the Philadelphia Minted coins straight from the Mint. Surely this would provide me with at least a shot at a 67. I scanned all 25 coins, obverse and reverse. Magnified the coins X 10 and picked out the best eight. None of the eight had scratches, or rough fields. As with all of these coins, there were some VERY minor dings here and there. In no way did I expect a 68 maybe a 67 or two. I spent at least an hour looking at these coins. There seemed to be a real shot at getting a couple of 67's back and no doubt that they would at least 6 and probably all 8 would come back 66 or higher. Result of submission? 7 MS-65 and 1 MS-64. I have never, ever submitted a coin for grading (exception of bulk) that even remotely had the possibility of coming back less than a 65. An MS-64? That was a hundred bucks thrown out the window. There is no way in this heck that any coin I sent in merited less than a 65 and certainly all had a very legit shot at coming back 66. What the heck is going on? Bank rolls better than Mint rolls, honestly, no freakin way.
