I think one flaw in your arguement is that you're assuming that the people of these countries decided to put them on the money. In the cases which I think you're refering to, the person in question wasn't a 'bad person' or even a leader, they were a ruling dictator. While alive a dictator gets what they want whether the people like it or not.

2nd, I would point out that our standard of a bad leader does not necessarily coincide with other peoples' definitions of a bad person, even within our own county. Look at George Bush. Some like him, some hate his guts.

You shouldn't necessarily look down on those that keep themselves on the good side of a dictator/tyrant. You'd might be surprised by what you'd do if you felt it necessary for your survival.
