What I Found

I looked in the Red Book, and there is an example of what you have with a 1822 date. The pic of that coin looks similar to yours. It is a '.25c' over '.50c'. It looks like those errors are not exclusive to 1819. 1819 has 2 varieties; small 9, and large 9. Both list in redbook for $35.00 AG3, $85.00 G-4. Hope that helps a little.
