20th Anniversary Eagle Sets

I agree completely with Murphbuzzy. You should open the sets to make sure the contents are as advertised. What happens if you send these in to be graded unopened and you get back 2 2006 pennies. Prove that you sent in an Eagle set. If you opened it, it will no longer be graded as an Anniversary set. If you did not open it, you have no proof. Are you telling me that no one else out there has gotten a damaged or incorrect order from the US Mint? Does NGC not recognise that collectors order more than one item at a time from the US Mint and we're not sure which order this one is? There has to be a better way to handle this problem.
