Is the book wrong on ICG?

Things are all relative when it comes to numbers. 15,000 coins graded MS70 when 1,000,000 coins were submitted is no different than 1,500 coins graded MS70 when 100,000 coins are submitted. To see if the numbers are out or the grading is not conservative you need to know how many are submitted. Personnally in this day and age, I don't see why more coins aren't a perfect 70 with computer technology, maching and dies. To see populations of MS70s, in the instance of the 1991 Silver Eagle at 61 seems very reduculous when millions of coins were minted, unless all were minted on a Monday Morning. I think some grading companies are more cognizant to keep the numbers low to keep prices high. They need to keep the demand high and quanity low to keep the collectors collecting. If you were assured that 50% of the coins minted were a 70 why would you need them graded or why would you collect. Collectors thrive on rarity and rarity keeps successful grading companies in business.
