Answer:

A Schuler Upsetting Mill, used by the US Mint to raise the edges of blanks prior to the striking process.

After the annealing process and cleaning, a Schuler upsetting mill is used to raise a rim around their edges turning the blanks into planchets. The upsetting mill consists of a rotating wheel with a groove on its edge. The grooved edge of the wheel fits into a curved section (or shoe) which has a corresponding groove. The distance between the wheel and the shoe gets progressively narrower so that, as the blank is rolled along the groove, a raised rim is formed on both sides of the blank. This raised rim serves several purposes. It sizes and shapes the blank for better feed at the press and it work-hardens the edge to prevent escape of metal between the obverse die and the collar. This rim also allows us to "stack" coins and aids in premature wearing of the coins designs.

Note: Sacagawea dollars, which have a broader rim, are upset before they’re annealed.

The new Presidentail Dollars go through another type of edge lettering machine.

The Mint no longer finds it necessary to upset the rims of the 5-cent blanks.

The Lincoln cents are delivered as punched out, copper plated planchets with the rim area already raised ie;

(Jarden uses a patented electroplating process to coat its zinc cent planchets with just 7.5 microns of copper at the center and twice as much on the edge, where the coins are subjected to harsher wear)
