Start out at PCGS getting it reholdered to be on the safe side and maybe they might upgrade it for your while they're at it.
The re-holder service is distinct from the re-grade service and a coin submitted for re-holder is not considered for up-grade. Additionally, if the coin were to be re-holdered or regraded (and re-holdered) it would be encapsulated in a new/different holder. Bruce would then lose the potential benefit of the rose-colored glasses view of such holders/coins that many people are subject to.
