Liberty Seated Quarter help with grading

This is the quarter I posted a week or so ago but the picture was so poor no one could grade it. how about this pic. any better? This is the first decent liberty seated quarter i have owned-previous were vg.

I am going to say VF20 or 25 because I can make out no details on the reverse leaves. I believe the coin has been cleaned.
