China Silver Panda proofs without 'P'

There are 10 yuan silver panda coins being sold as proof without 'P'--at least for 1990 and 1989. Does anyone know anything about this variety? The seller--by all accounts honest--says he gets them from friends at one of the mints in China (from the plastic pouch it looks like Shanghai) and that there are only about 100 of the made for each year. Seems they are supposedly made by the mints to show the distributors the quality of the coins they would produce if chosen. The ones I have reflect light as well as the 'P' version and the letters and date seem as crisp as those on the proof version. But the panda itself seems a bit flat, much like the one on the BU version.

 

Any thoughts about these coins?
