Fees for Crossover of ANACS Attributed VAMs to NGC?

I have several ANACS VAM coins I would like to crossover to NGC for the Registry. Since the VAM is already listed on the ANACS holder do I have to pay the Variety Plus fee as well as the crossover fee?
