Isn't it possible that it was stored in a bag for 20-25 years without being moved........one day the bag was moved......jostled.....whatever.......and the coins shifted ever so slightly only to lie peacefully for the next 25-30 years?

I don't think so. I don't think anything "natural" could cause that toning in that pattern.

I looks like some one spilled something on it while it was partially covered by a newspaper or napkin or something? I guess that could be construed as natural, compared to some hack, intentionally tampering with it .....

 

The toning on your GSA CC is however awesome and most likely natural.

Agree with the rest....the pattern alone makes me think AT........the colors don't looks right either....but I have seen a few coins with similar color so it's really the pattern that would keep me away from this one.
