Quarter Error 1 1

I found this 2019-P Lowell, Massachusetts Quarter with what looks like "Washington Has and Earing".

With magnification, it looks like a "Cheerio", or "Half a Bagle" on Washington's Earlobe.

It is Convex/Obcuse from the coins surface (sticking out), and the center has a hole just like a Dougnut.

Could it be Double Struck, Retained Stuck Through error?

Do you know what it could be? Or suggestions on how to tell what it is?
