Interesting... a starred note that is NOT a Starred note. The large star is likely the product of someone with a star rubber stamp, ink pad... and time on his hands. The bill was printed at the Fort Worth BEP facility for a California Federal Reserve District, L12 (possibly San Francisco). Even if it were an authentic starred note (used to denote a bill with the same serial number that was withdrawn from circulation, for any number of reasons) it is of a fairly new series and well worn. The inked star on the $20 Federal Reserve Note was applied by someone after the note was placed in circulation. It is not a part of the design or a printing error.
