Hello and welcome to the forum.

Looks like a lamination error, possibly worth an VERY small premium to an error collector. Most collectors would pass this coin by, the condition is abysmal and the lamination defect is not overly impressive. If I found it in circulation I'd keep it, it's kind of neat and I have a collecting problem. :insane:

Not really an error, it is a defective planchet. ( Lamination)
Might be worth a dollar if you could find a buyer.
