Advance Releases designation and grading times for these coins

I understand the general mechanics as to how and when you must receive the type 2 silver eagle proofs in order for them to receive Advance Releases designations; however, why are there additional grading fees and why does it appear that other coins (also type 2 proofs) are being graded and shipped out far ahead of the Advance Releases proofs even though you have had the latter approx. 1 week before the standard Eagle proofs were received for you to grade?

Thank you for your message. Like other NGC Releases Designations, the Advance Releases designation has a fee because of the special handling involved in receiving the submission. 

Turnaround times may vary due to when the coins are received.
