1890 V nickel. Error? 0

Hello all, first post and any help is much appreciated. I was going through my wife's grandmothers coin "collection" which is mostly state quarters, meh. One was a proof atleast which was neat. Anyway, came across one old coin, this V nickel. Im seeing that extra circle on the bust. Do you think its an error coin or just something that happened later on?

Looks like post-strike damage to me.

PMD. Possibly from some sort of vending machine. One sure thing is that it didn't happen when the coin was minted.
