It didn't come from the mint looking like that. It is either toned or has been plated on one side. Hard to tell from a picture. Either way it is only worth 25 cents.

A plated coin has had additional metal applied to it. A toned coin has had the existing metal discolored in some way (sometimes attractively). Since a quarter is copper/nickel, if it were to sit on the right surface long enough, one side might tone up. I think that's what this happened to this one. Stang is right--value US$0.25.

What doe it weigh?  I can't tell if it is toned, or possibly missing a clad layer.  It doesn't look like environmental damage.
