Greenstang
Welcome to the Forum Not a mint mark, a mm would be raised. I can't see it but it is probably a stain that appears to look like an S.

Member: Seasoned Veteran DWLange Posted March 21, 2020 Member: Seasoned Veteran Share Posted March 21, 2020 Only a 1990 proof cent without a mintmark is rare. All were coined at San Francisco and should have carried an S. Funny story---When the first edition of my book on modern proof sets was published, Whitman's art department mistakenly removed the mintmark from the half dollar photo! They should have read the text more carefully, but it has been fixed in the current edition.
