Kirt Posted February 4, 2020 Share Posted February 4, 2020 The rough texture are plating bubbles; they're somewhat common on cents after 1982. I can't really tell from the image but there could be some decent mechanical doubling of the date, particularly the 9. It's a nice looking coin except for the plating bubbles.
