Aside from the instances in which they quote auction prices realized, the Red Book is not an accurate source of pricing information. Their prices tend to be very high retail, and sometimes much higher than that, although, on occasion, they can be lower than actual real world prices. Also, since they are only printed / updated once a year, there is no way for them to keep up with what can sometimes be a volatile market.

As for NGC, I looked at every denomination minted in San Fransisco in 1923, and could not find anything listed for $250 in MS64, so I am not sure how to address that, other than to say that, if you want accurate pricing for your coin, check actual auction prices realized on sites like eBay, Heritage, Great Collections, etc.
