Yes, that is a Large Date.

There are several ways of telling the difference. The two that I use is to draw a line across the top of the date from the 1 to the 0. If the top of the 9 lines up, it is a small date. If the top of the 9 is higher, it is a large date. Also on a small date, the 0 is more oval shape, on a large date it is round.

No. The cost would far exceed the value of the coin. You can buy a 1960D in uncirculated mint shape for about $1.00 and yours is nowhere close to that condition.
