That is the Sheldon grading scale. Coins are graded lowest to highest with 70 being the highest possible score.

I assumed that was what he meant also, but the numbers for VF end at 39.

OP, can you give us a bit more information?

I don't believe I have ever seen or heard of a coin graded MS44.
