Private Mint Commemorative Tokens

I have some commemorative tokens, I'm pretty sure were minted by private mints, that I would like to get encapsulated by NGC. I don't necessarily need a grade; would just like the encapsulation. They are for the town of Westport CT, Sullivan ME and State of South Dakota. I don't know if these were commissioned by the entities they represent, but probably could find out if that makes a difference.
