Regrading PCGS or other coins

Can I submit PCGS graded silver eagles with a designation of annual dollar or limited edition and NGC will recognize the designation? Example, could I submit a PCGS 2011 S 25th anniversary set coin  and NGS will regrade and keep the 25th anniversary set designation?
