When did NGC start using it and for what reason? Thanks.

I believe these NGC labels were introduced in 2009. That was the year of the 100th anniversary Lincolns: Birth & Childhood, Formative Years, Professional Life, and Presidency.

What is posted in the First post above is not the 100th Anniversary label from 2009. The 2009 Lincoln specific label looks like this one:

 

What you have posted above is the newer portrait label, released (if I recall correctly) sometime in 2012. The newer (2012) portrait labels come in many flavors. I have personally seen Franklin, Jefferson, Lincoln (as yours above), Kennedy, and Roosevelt. There may be others also. There is nothing special about these labels, and I believe they are available on request. They are just a different design (nothing more, nothing less).
