When did NGC make these??

It's pretty cool. It appears to be a laminated photo of both sides of the medal with a grade. Was the medal then sent back not in a holder? Was this an "early years" medal submission?

Anyone know about them?

The first NGC photocertificate were produced for the Eliasberg foreign gold coin collection sale in August 2005. The use of the photocertificate for the oversized pieces probably started about a year later.
