Does NGC attribute this kind of Error Coin?

Thank you for the question. While it's not possible to say for certain that the coin could be graded without seeing it in person, it does appear to be split upon striking which would be considered an error coin. You should submit it under the regular tier based on the coin's value, but check Mint Error both at the upper right of the form and in the "Variety" box where you listed the coin. Mint Errors have an additional $10 fee.

Mint Error is done for all of the grading tiers. You may use World Value but keep in mind that World Value has a five coin minimum. All five coins do not have to be Mint Errors.
