odd platinum eagle

i recently separately purchased two ms 69 1/10 oz platinum eagles. one is 2000 and one is 2005 first strike and noticed they are not the same.

 

the 2000 has a very mirrored foreground. basically appears to be a reverse proof. on the front the crown, hair, clothes, and lettering are very mirrored. the background and skin of the face is not. on the reverse the sun, eagle, and all lettering are mirrored. the background is not.

it looks to me like all non mirrored areas are frosted when i compare them to the 2005 first strike.

but the problems are

1. reverse proof was only in 2007 as far as i can tell.

2. this does not have the proof reverse side image. i has the standard bullion eagle over sun.

 

this coin is ngc certified but only says 2000 eagle p$10 MS 69

 

i can find no information on this coin in this condition.
